The Independent National Electoral Commission (INEC) has relocated four Continuous Voter Registration (CVR) centres in Borno State to Maiduguri metropolis due to security and safety concerns.
The state Resident Electoral Commissioner (REC), Abubakar Ahmad, disclosed the development on Thursday during a press briefing in Maiduguri, officially announcing the commencement of the 2025-2026 CVR exercise.
Ahmad explained that the four affected local government areas (LGAs), Abadam, Guzamala, Kala Balge, and Marte, had their registration centres moved to safer locations within the Maiduguri metropolis.
“For security and factors relating to safety, four INEC LGA offices will conduct the physical (in-person) registration at locations in the Maiduguri Metropolis. The LGAs affected are Abadam, Guzamala, Kala-Balge, and Marte,” Ahmad said.
The new locations for the CVR centres are:
- Abadam: Baga Road
- Guzamala: Fire Service Department, 1,000 Housing Estate
- Kala-Balge: Goni Kachalari Primary School
- Marte: Kachamai
Three Phases for the CVR Exercise
The Resident Electoral Commissioner also revealed that the CVR will be conducted in three phases, starting from August 18, 2025, and ending on August 30, 2026.
Phase One will begin on August 18, 2025, with online pre-registration, followed by physical (in-person) registration starting on August 25, 2025. Both processes will continue concurrently throughout the exercise.
“Phase one (I) shall commence on August 18, 2025, with online pre-registration, and subsequently, it will run concurrently on August 25, 2025, with physical (in-person) registration. These two (online pre-registration and physical registration) shall thereafter continue simultaneously,” Ahmad stated.
Ahmad further explained that prospective registrants can begin their registration process online and book an appointment for the in-person registration at an INEC state or local government office.
The online pre-registration can be done through the following websites: www.cvr.inec.gov.ng and www.cvr.inecnigeria.org
In-Person Registration to Take Place Nationwide
The physical (in-person) registration will commence on August 25, 2025, at INEC offices across the state. Ahmad assured that registration would be conducted at all INEC state and local government offices nationwide from 9 am to 3 pm on weekdays, excluding public holidays.
“In-person registration shall be conducted in all INEC state and LGA offices nationwide from 9 am to 3 pm on weekdays except public holidays,” Ahmad added.
Ahmad also assured that INEC has special provisions to accommodate persons with disabilities during the CVR exercise. He encouraged them to take part in the registration process, highlighting the inclusivity of the exercise.
Key Services Available During the 12-Month CVR Period
Naija News understands that the INEC CVR exercise will cover several services over the 12 months, including:
- Registration of Nigerian citizens aged 18 and above who have not previously registered
- Replacement of lost, defaced, or damaged Permanent Voter Cards (PVCs)
- Transfer of registration details to another polling unit for voters who have relocated
- Collection of uncollected PVCs from previous exercises
- Updating of registration details for voters whose PVC failed verification by the Bimodal Voter Accreditation System (BIVAS) during previous elections
